What a paid apprenticeship actually changes

Department of Labor evaluations support registered apprenticeship and paid work-based learning. The reason is unglamorous: the learner is paid, so they can afford to finish, and the employer has committed something, so the training maps to work that exists.

Compare it with the certificate model, where the learner pays, the training maps to a curriculum rather than a job, and nobody is accountable for whether employment follows.
