A business that can only sell inside its own community is not yet a business. It is a subsidy with a storefront, and it will not survive the first serious competitor.

Hire and train
Take on a paid apprentice or work-connected learner. Department of Labor evaluations back this model over classroom-only training.
Buy from members
Open a real purchase order. Procurement readiness is worthless without a buyer on the other side.
Finance with support
If you lend, pair the capital with technical assistance. Money handed over alone has the worst record of any intervention.
Publish your numbers
Report against a baseline. Programmes with no measurement are precisely how this work has failed before.
Three ways in

You have work and need reliable people. Take an apprentice, keep the ones who earn it, and tell us what the training missed.

You have a supply chain. Open one category to member firms and hold them to your normal standard, not a lower one.
