Why Atlanta is being considered

The reason has to be stated before anything is spent, because it becomes the thing the effort is later measured against.

Atlanta carries a documented history of Black institution building, a concentration of anchor institutions, and existing conservation-community precedent within the metro area. East Lake Commons, four miles from downtown in Decatur, put 67 homes on 21 acres with 11 acres held as protected open space and won a World Habitat Award in 2000.

That precedent matters because it means the model has already been permitted, financed and built in this specific regulatory environment.

No baseline has been published.

Population, median income, vacancy rate, employers by size, commute times and local spending leakage have not yet been measured or published for any target area.

Until that baseline exists there is nothing to hold this effort to, and no honest claim can be made about it.

What has to be true before Atlanta moves to founding interest

Enough people in the metro who have completed pathways and hold verifiable proof.
A firm with payroll willing to hire or train. Employment precedes property.
Entity structure, title, insurance and lending cleared before any pooled money moves.
