No city has reached operating stage. City records are held private until leadership, partners and a published baseline are verified, so this directory is intentionally empty rather than populated with intentions.

When a city appears here it will be because it cleared that gate.

A place moves from exploratory to founding interest when enough members are on the ground to justify measuring a baseline. Until then a city is a name on a list.
